Our Complex-city business simulation specifically aims to enhance decision-making capability in a complex, disruptive environment. Working in collaboration with international leadership experts Michael Kossler and Peter Webb, we designed the simulation to enable participants to navigate complexity and ambiguity in a challenging yet safe environment. By recognising the impact of their personal preferences on decision-making, individuals learn to apply specific decision-making frameworks to assess a situation and determine what kind of information is needed to make a wise decision. This experiential learning process broadens their perspective and gives leaders an advantage when dealing with decision-making in their everyday roles.

The Complex-city simulation is set in the future in a fictional specialised agency of the United Nations: the International Change and Innovation Organisation (ICIO). This autonomous institute has just funded a new programme to plan the piloting and roll-out of artificial intelligence-based robots into the public sector in cooperation with other key international agencies and member nations. The roll-out pilot will be held in Complex City, a rapidly growing smart city in Southeast Asia.

Simulation participants play the role of the ICIO Robotics Delivery Lead, who is responsible for planning for the roll-out of intelligent robots in Complex City over the next six months. Using intelligent robots for developmental goals on an international scale has massive potential to deliver high-quality, cost-efficient public services. But it needs to gain public acceptance, and it raises issues about existing public service jobs. Though a fictional scenario, the simulation forces leaders to confront issues already affecting organisations today about embracing technology’s benefits whilst understanding the human impact.
